If you click "copy", you should click "paste" in another FTP server.

If you select "Copy to", you should set in the pop-up window before transferring. Two clicks at least: click FTP 1 first and click "Transfer" later. If you selected the optional “Move", original file in FTP 2 will be deleted after transferring.
